Building or rebuilding a website for many businesses, is an expensive and drawn out project that is too painful to start, and never seem to end. (and always blow out of budget)
This is far from truth. Just like the days of learning HTML is the ONLY way to build a site are GONE, so as the extravagant timeframe and costs involved.
The key is to build it bit by bit (Agile and Kaizen help), understanding website is like a house. After built, there would be ongoing improvement, and budget for them accordingly.
